Enrollment at the 91女神 includes both rights and responsibilities. Students are subject to discipline for conduct prohibited by the Board of Regents’ Rules and Regulations, 91女神 rules, or federal, state, or local law—whether the conduct occurs on or off campus and whether civil or criminal penalties also apply.
UTEP administers student discipline using established due process procedures, as outlined in Regents’ Rules and Regulations, Rule 50101, and the UTEP Handbook of Operating Procedures.
"All students at the 91女神 of Texas at El Paso are expected to have read and understood the Regents’ Rules and Regulations. The official copy is maintained by the Office of the Boards of Regents."

The UTEP Handbook of Operating Procedures (HOP) contains official policies and procedures for 91女神 governance and must not conflict with the Regents’ Rules and Regulations.
